Understanding BESS emergency management planning & response

When a BESS fails, the resulting fires cannot be extinguished with water and are typically longer-duration incidents that require close observation. There is a risk of exposure to hazardous materials, which can affect first responders and the general public, as well as the threat of additional thermal runaway or reignition within the next few hours or days. Following emergency response, decommissioning and recommissioning for the affected BESS must adequately address the risks above for the system to be re-approved and placed back in service.

Facilities with BESS are mandated to have an SME on board in New York. An SME is a certified consultant who understands BESS, fire protection and alarm systems, as well as fire department protocols. They can help represent clients at local board or agency hearings in handling questions from the authorities having jurisdiction (AHJ) or the public about safety and firefighting protocols while applications are under review for approval.

Our consultants include experienced fire officers with positions of rank in fire departments, as well as those with various Hazmat certifications. New York City Fire Code Section 608 sets forth the requirements for ESS installations for all indoor and outdoor use in New York City. The 2022 NYC Fire Code Section 608, New York City Fire Department (FDNY) Rule 3 RCNY Section 608-01 and the New York City Department of Buildings (NYCDOB) Codes and Rules shall be followed for the design, installation, operation and maintenance of ESS.

Sparc Energy collaborates closely with the FDNY and NYCDOB to streamline emergency management planning and response for BESS, and we’re well-versed in NYC code compliance. We’re also involved in the writing of new code.

Our team can conduct third-party reviews and annual inspections to ensure ongoing compliance. BESS projects should be reviewed in line with jurisdictional requirements, or whenever system changes occur, or the National Fire Protection Association (NFPA) updates regulations.

The emergency management plan (EMP) is a robust document that includes a project overview, inspection protocols and maintenance requirements, as well as a high-level summary of applicable codes. It details the site location, flood zone status, emergency responder access, fire hydrant locations, and ESS components, including size and handling. The plan addresses potential failures and hazards, reignition risks, ARC flash, and overall fire system safety. It also identifies the SME, building owner, and ESS components’ manufacturer contact, outlines post-emergency procedures, includes training materials, and details decommissioning and recommissioning protocols.
