Thomas Ruffini, P.E.

Senior Fire Protection Engineer

Thomas Ruffini, P.E., holds a M.S. in National Security and Resource Strategy from the National Defense University, a M.S. in Engineering Management from The George Washington University, and a B.S. in Fire Protection Engineering from the University of Maryland, College Park. Tom joined the Sparc team in 2025 after nearly three decades of federal civil service that culminated with his work advancing fluorine-free foam implementation across the Defense Department, while serving as a fire protection engineer with the Naval Sea Systems Command HQ in Washington, DC. Prior to his time with NAVSEA, Mr. Ruffini worked for the Marines at their HQ in the Pentagon, serving in several positions including Director of Fire and Emergency Services with responsibility for F&ES policy and programs for USMC installations worldwide. Mr. Ruffini also worked for the Treasury Department HQ and Naval Facilities Engineering Command as an Emergency Management Specialist and Fire Protection Engineer, respectively. Tom brings an extensive background in federal fire protection engineering, development and implementation of federal specifications and standards, as well as program management to the Sparc team. Mr. Ruffini is a licensed Fire Protection Engineer in the State of Maryland and a Life Member of the College Park Volunteer Fire Department (MD) where he served in numerous administrative and operational leadership positions, including Deputy Fire Chief.
