Tailored to NYC

Specifically in New York City, emergency planning and preparedness plans fall into three different categories: Tenant Protection Plans, Fire Safety Plans, and Fire Protection Plans. Tenant Protection Plans (TPP) are only reviewed by the NYC Department of Buildings. A TPP is required when alterations, construction or partial demolition is occurring in a building with an occupied dwelling unit. The TPP must address seven specific areas and its intent is to ensure the safety and comfort of tenants.

Chapter 4 of the 2014 NYC Fire Code dictates when a Fire Safety Plan is necessary and what type of plan is required. Certain buildings require Comprehensive Fire Safety and Emergency Action Plans and others require Fire Safety and Evacuation Plans. The type of plan also dictates the quantity and type of staffing that could be required, which varies from Fire Safety Directors, Deputy Fire Safety Directors, Wardens and Searchers to Building Evacuation Supervisors. Fire Safety Plans are comprised of floor plan drawings, narratives and Building Information Cards (BIC). The Fire Safety Plans are reviewed by the FDNY.

The requirement for the types of buildings needing a Fire Protection Plans is located in Article 109 of the General Administrative Provisions of the NYC Construction Codes. A Fire Protection Plan is required for the following buildings:

  1. High-rise buildings as described in section 403 of the New York city building code.
  2. Occupancy groups B, E, F, H, M, or S occupying two or more stories with over 20,000 gross square feet (1858 m2) of floor area per floor, or occupying two or more stories in a building with a total floor area exceeding 50,000 gross square feet (4645 m2).
  3. Any building containing an assembly occupancy having an occupant load of 300 or more persons.
  4. Occupancy group I or R-1 occupying two or more stories and containing sleeping accommodations for 30 or more persons.
  5. Occupancy group R-2 occupancies containing 30 or more dwelling units in a building where over 10,000 gross square feet (929 m2) of floor area is occupied by occupancy group A, E, M, or I.
  6. Covered mall buildings and open mall buildings designed pursuant to section 402 of the New York city building code.

While the requirement for a Fire Protection Plan originates in the Building Code, they are filed with and reviewed by the FDNY. Fire Protection Plans are comprised of drawings and a narrative. The narrative is a description of the building and its systems. The items required to be included in the Fire Protection Plan are also located in Article 109 of the General Administrative Provisions of the NYC Construction Codes.
